The official has been appointed to take charge of the final which will be contested between Musselburgh Athletic and Bo'ness United on Sunday.
Williams will be assisted by Simon MacLean and John Stewart. Craig Macrae is the Fourth Official.
The final is being played at Penicuik Park, Penicuik, with kick-off at 2.00pm.
