A Disciplinary Tribunal convened on 25 May in accordance with the Judicial Panel Protocol to consider the following case:
Alleged Party in Breach: Lewis Horner (Inverness Caledonian Thistle)
Disciplinary Rules allegedly breached:
Disciplinary Rule 22: In that between 1 July 2011 and 30 June 2012, both dates inclusive, you placed bets upon football matches in contravention of Disciplinary Rule 22 of the Scottish FA’s Disciplinary Rules for Season 2011 / 2012 in that:
i) You placed a total of 12 bets upon football matches; and/or
ii) That of those 12 bets placed upon football matches two accumulator bets were placed both of which featured bets placed against your own club.
Disciplinary Rule 31: In that between 1 July 2016 and 1 May 2017, both dates inclusive, you placed bets upon football matches in contravention of Disciplinary Rule 31 of the Scottish FA’s Disciplinary Rules for Season 2016/ 2017 in that:
You placed a total of 343 bets upon football matches; and/or
That of those 343 bets placed upon football matches 1 accumulator bet was placed which featured a bet placed against a team from your own club.
Outcome:
Charge 1 - Breach of Disciplinary Rule 22 – Admitted.
Charge 2 - Breach of Disciplinary Rule 31 – Admitted.
Sanction:
Charge 1 – Censure
Charge 2 – An eight match suspension was applied but will take effect only in the event that Lewis Horner fails to comply with any of the following conditions. Those conditions are that:
1. Lewis Horner does not breach Disciplinary Rule 31, or any other Disciplinary Rule of the Scottish FA relating to gambling upon football, at any time prior to 30 November 2018; and that
2. Lewis Horner attends for treatment, support or counselling at NECA Gambling Services, or another organisation providing similar services, for a minimum period of one year from 1 June 2017, and that he cooperates with such services as they determine to be appropriate; and that
3. Lewis Horner produces to the Tribunal on 30 November 2017, and thereafter also upon 31 May 2018, a report from the organisation that he has been attending with in compliance with condition 2, confirming both his attendance, and also his co-operation with their services.
