The match will take place on Thursday, 17 November, with a venue in Scotland to be confirmed in due course.
This friendly will be the third match in the new cycle for the Under-21s, with only players born in 2002 or later now eligible for selection.
Scotland will be looking to back up their successful September camp which saw as many as 14 players make their Under-21 debuts as the young Scots secured a 3-1 victory and a 1-1 draw in two matches against Northern Ireland.
Kieron Bowie, Ben Doak and Josh Mulligan were on target in the victory in Belfast, while Flynn Clarke grabbed his first Scotland goal in the draw in Paisley.
