Expression of Interest
For projects seeking to secure investment from Phase 3 and beyond.
- Please complete the Expression of Interest form below with as much detail as possible. This will minimise the need for us to revert back to you for further details during the assessment process.
- Where you have no information to enter into any field, please enter 'N/A'. This will overcome mandatory fields and allow you to submit your form on completion.
- Please note that there is a SAVE function at the foot of the EOI form, allowing you to save as you go and so complete it over a period of time. When saving you can either copy and save the unique URL or you can enter your email address to have the URL emailed to you. Please take care with this important step.
- Closing date for Expressions of Interest relating to projects seeking funding from this phase of investment (2022/23) and subsequent financial year(s) is 11.00pm on Friday 23rd December 2022.
- On form submission you should immediately receive a successful submission message. An email confirming receipt will also be sent to the Lead Applicant email address as provided in the form. This email will include a copy of the form content for reference, but not the documents uploaded in support of the submission. This is to avoid any problems with file size and mailbox limits at applicant end.

As part of this cycle of investment, DCMS have committed to further supporting grassroots football facility development into 2023/24 and 2024/25. Phase 3 covers the financial year, April to March 2023/24, with Phase 4 covering the equivalent period in 2024/25. We are currently awaiting confirmation of the funding to be apportioned to each year.
In addition, and to enable delivery of larger-scale football facility projects that involve longer delivery timescales, there will be the ability for applicants to unlock funding across the 3 remaining phases, commensurate with a clearly proposed project spend in each phase.
In order to understand the number, type and scale of projects which may come forward over these remaining 3 phases, we are running an Expression of Interest (EOI) process in parallel with Phase 2 project assessment, award and delivery.
The EOI will gather crucial information on proposed projects at early stages of their development, identifying future investment possibilities. Following an initial assessment, identified projects meeting the funding criteria outlined will be offered an ‘Invitation to Apply’ at which point they may submit a full application.
The funding streams for Phases 3 & 4 will mirror Phases 1 & 2 as outlined above, with the addition of a further stream - ATTAIN - which will support the development and delivery of ‘new build’ football facility projects – whether natural grass, 3G pitches or built infrastructure supporting the game. The three streams for Phases 3 & 4 will therefore be as follows:
MAINTAIN - projects targeting the maintenance and enhancement of existing football pitch facilities, resulting in a level of quality that not only meets match, training and recreational football but which also ensures that the resultant facility is attractive to all, regardless of age, gender, ethnicity or level of the game being played.
SUSTAIN - projects with a sustainability theme, where the focus will fall on improvements to football facilities which promote environmental, financial and ultimately overall club sustainability.
ATTAIN - new build football facility projects that will support the game. ATTAIN projects can take the shape of pitches (both natural grass and 3G), changing, clubrooms and social/admin spaces or other innovative infrastructure projects that support the game.
The EOI process is an abridged version of a full application, avoiding the often-time-consuming task of collating all documents and wider information required as part of that process - and with no guarantee of success. It will request all core information needed to assess whether the project meets the criteria to secure Phase 2, 3 and/or 4 funding with a view to maximising the chance of a successful application.
With all the information we request from our grassroots football clubs over the course of a year – club surveys, Quality Mark submissions etc. - we’re acutely aware that providing this type of information often falls to the same club leaders. We’re therefore keen to minimise these recurring admin requests where we can.
