Player registrations
The Scottish FA registration system is web based and when introduced in 2012 was one of the first national online registration systems in Europe.
The system covers the registration of all male and female players, professional and amateur, at all levels of the game in Scotland from the Scottish Professional Football League down to the recreational game. The database currently holds the registration details of over 470,000 players.
The registrations of team officials and team scouts are also captured in the system.

FIFA TMS (Transfer Matching System)
The registrations department is also responsible for the operation of and training of the Scottish FA’s member clubs on FIFA’s web based Transfer Matching System which regulates the movement of professional players, male and female, into and out of Scotland ensuring that FIFA’s Regulations on the status and transfer of players and in particular transfer windows are respected.
Football agent regulations
FIFA’s Football Agent Regulations (“FFAR”) were launched on 9 January 2023 and came fully into force on 1 October 2023. All international transfers/transactions must comply in all respects with the provisions of the FFAR, a copy of which can be found here.
The Scottish FA’s Football Agent Regulations (“SFAFAR”) will enter into force on 1 January 2024 and will replace the Scottish FA’s Intermediary Regulations. The SFAFAR will apply to all national transfers/transactions and a copy of the Regulations can be found here.
Both the FFAR and the SFAFAR require a Football Agent to be FIFA Licenced in order to provide Football Agent Services. FIFA has launched an online directory of FIFA Licenced Football Agents which can be accessed here FIFA Agent Platform and can be used to check the licensing status of any particular Football Agent.

Temporary suspension of certain FFAR rules
On 30 December 2023, FIFA confirmed the worldwide temporary suspension of certain FFAR rules until a final decision is rendered by the European Court of Justice in pending procedures concerning the FFAR.
In light of FIFA’s recommendation that member associations temporarily suspend the equivalent provisions from their national football agent regulations, the Scottish FA Board has directed that the application and enforcement of certain provisions of the SFAFAR are hereby temporarily suspended until further notice. Compensation tribunals and other areas
The registrations department also services player compensation tribunals and work permit hearings as well as being responsible for Register of Competitions and Club Official Returns.
